Harricharan Maharaj, CEO

Mr. H. Harnarine Maharaj is a highly qualified professional and a certified Project Management Professional. He has over 35 years of engineering experience at C.E.P Limited and during these years has gained considerable experience in civil and structural engineering designs, restoration projects, and project and construction management.

Mr. Maharaj has designed and supervised several landmark projects, which include Sagicor Head Office, Queens Park West; New Police Administration Building; restoration of the Old Police Headquarters and the Red House ; Point Fortin Hospital, and several communications towers for TSTT. He is currently engaged as the Project Management Consultant for the Petroleum Company of Trinidad & Tobago Ltd (Petrotrin) New Corporate Headquarters and the Pt D’Or Community Development Project at La Brea as well as other projects for public and private sector clients.

Sean Mellowes

Sean Mellowes, Director

Sean Mellowes has 19 years of experience with C.E.P Limited in various fields of engineering. His areas of expertise are civil engineering, land development, infrastructure planning, sustainability reviews and project management. He was the Project Manager of the team that developed and implemented the Business Management System for C.E.P. Limited and guided the company to ISO 9001:2000 Certification in November 2007, a rare achievement in the Caribbean Engineering field.  

Mr. Mellowes has been involved in the project management and design of many significant industrial, commercial, and residential infrastructure projects in Trinidad and Tobago and various Caribbean Territories namely Atlas and Titan Methanol, Point Lisas; Government Offices, Grenada; Fairfield Development, UWI Debe South Campus, RBL Data Centre and Cement Off loading Dock, Suriname.

Samuel Sooknanan

Samuel Sooknanan, Director

BSc., MAPE, MPMI, REng.

Mr. Sooknanan possess more than 20 years of experience in structural engineering. He is knowledgeable with state of the art engineering software, and its application to design and detailing of structures to withstand earthquake and wind forces. He has applied the latest building codes to the structural analysis and design for the Albion Plaza which features the first “bridge link” between two structures on the island; Atlantic LNG and Petrotrin Jetties; Anchor Investment Towers (three multistory apartment towers), and currently the Ministry of Education building, and Rodney Bay St. Lucia.

Vince Ramlochan, Associate
BSc. FAPE MASCE MPMI REng. ACIArb

Mr. Ramlochan has over twelve years of experience in structural and civil engineering and project management.

Utilising the latest building codes and structural design software, he has been responsible for the design and detailing of several prominent structures throughout the Caribbean which include the RBTT Bank in St. Georges, Grenada, RBTT Bank, St. Clair, Port of Spain, Government Headquarters Building in Montserrat and the Yacht Haven Marina in St. Thomas, US Virgin Islands. He was also involved with the Post Disaster Assessment of the island of Grenada following the passage of Hurricane in 2004. Vince has served as the Resident Structural Engineer of the Renaissance at Shorelands.

He was the Procedure Development Manager as part of the team that developed and implemented the Business Management System for C.E.P. Limited. He has also been engaged as a Project Management Consultant for both public and private sector projects, the most recent being the Government Campus Plaza located in Port of Spain.

Avery Ambrose, Associate
MSc., CEng, MIStructE, REng.

Mr. Ambrose is a Chartered Structural Engineer with over 5 years of experience in Civil and structural Engineering at CEP Limited. Mr. Ambrose specializes in the use of modern design codes and standards to design new structures capable of withstanding natural hazards such as earthquakes and hurricanes. In addition to the design of new structures, Mr. Ambrose has expertise in Performance Based Seismic Assessment, using non-linear structural analysis techniques to analyze existing structures and determine the expected performance of these structures in a seismic event. Additionally, Mr. Ambrose has experience with the use of Carbon-Fiber Reinforced Polymer (C-FRP) to strengthen and repurpose existing reinforced concrete structures.


Mr. Ambrose has worked on the following projects as an integral part of the consultancy and project management team: The University of the West Indies, St Augustine – South Campus, Mt. Hope Women’s Hospital: New Outpatient Clinic with Colposcopy Suite, NIHERST Science City: Phase 1, Ministry of Education Tower – Fit Out, International Labour Organization Building (Trinidad) – Seismic Assessment and Inter-American Development Bank – Remedial Works to Ground Floor Slab.

Samuel Sooknanan

Jessie Boissiere, Associate

Mrs. Jessie Boissiere is Certified Project Management Professional (PMP) with over eleven (11) years of experience in Project and Construction Management. She is a member of the Board of Engineers of Trinidad and Tobago, the Association of Professional Engineers of Trinidad and Tobago and the Project Management Institute Southern Caribbean Chapter.


Mrs. Boissiere has been involved in the management of construction projects from the Tender and Design phases through to Construction and Handover. Her duties include contract administration under the FIDIC Suite of Contracts as well as IDB Conditions of Contract, quality assurance and control, design compliance and coordination, tender evaluations, procurement of Statutory Approvals, project progress monitoring and reporting, reviewing Contractors' claims and valuations, and preparation of handover documents.


Mrs. Boissiere has provided project management expertise on the following projects: New Terminal Building and Associated Works at the Tobago ANR Robinson International Airport, Moruga Agro-Processing and Light Industrial Park, Diego Martin Regional Corporation Administrative Complex, NIHERST Science City, Cypress Gardens Primary School, Cunjal Early Childhood Care and Education Centre (ECCEC), Cypress Gardens ECCEC, Madras ECCEC, Maloney ECCEC, Cunupia ECCEC, Palmiste ECCEC and Lakshmi Girls Hindu College Multi-Purpose Hall.

Sasier Gokool, Associate

Engineer Sasier K. Gokool joined C.E.P. Limited as a student engineer in 2006 and continued with the firm as a graduate Civil Engineer the following year. In 2008, she became an internal auditor of the company's Business Management System ISO 9001:2015. She was elevated to an Associate of the company in January 2022. Ms. Gokool is a Chartered Civil Engineer with the UK Engineering Council, a Registered Engineer with the Board of Engineering of Trinidad and Tobago, a Member of the Association of Professional Engineers and a Certified Project Management Professional (PMP-PMI).


Ms. Gokool has practiced for over a decade in the industry has gained vast experience in Civil Engineering Design and Project Management Consultancy. She has worked on numerous projects in both the public and private sector in Trinidad & Tobago. Her expertise encompasses the design of land development projects particularly lotification, geometric road designs, drainage networks, water reticulation and the design of sanitary sewer systems. Additionally, she has worked in the capacity of a Civil Engineering Design Reviewer for numerous Public Sector Projects.


As an integral part of C.E.P. Limited's consultancy and project management services, she has worked on, but not limited to the following key projects, UWI Debe / Penal South Campus, HDC Bon Air North Housing Development, HDC Mahogany Courts, Mt. Hope, Mt. Hope Women's Hospital: New Outpatient Clinic with Colposcopy Suite, Red House Restoration, Moruga Agro-Processing and Light Industrial Park, Landslip Repair Progamme MOWT


Ms. Gokool was engaged in the infrastructural designs for the Ministry of Health Administration Building in Port-of-Spain and the Design of Drainage & Ancillary Works at Berth #2, for the La Brea Industrial Estate with the National Gas Company of Trinidad and Tobago. She was a design reviewer for the Phoenix Park Industrial Estate Project and the New Terminal Building and Associated Works at the ANR Robinson International Airport, Tobago.

Kimberly Rodriguez, Associate

Ms. Kimberly Rodriguez graduated from The University of the West Indies in 2011 with a B.Sc. in Civil with Environmental Engineering, and in 2014 was awarded the credential of Certified Project Management Professional (PMP®-PMI). Effective 2015, she was admitted as an Associate Member of the Chartered Institute of Arbitrators (UK) and then went on in 2016 to complete her M.Sc. in Civil with Environmental Engineering.


Over the past eleven (11) years, Ms. Rodriguez has been involved in a wide range of construction projects from both public and private sector and has garnered extensive knowledge and experience in field of Project Management. She has been an integral part of our Project Management Services by providing contract administration under the FIDIC Suite of Contracts, preparation and monitoring of construction schedules, time-impact assessments and determinations of claims, dispute resolution, performing earned value assessments and corrective measures, and the preparation of technical contract documents and employer's requirements.


Ms. Rodriguez has worked on the following projects as an essential part of CEP's Project Management Office: Ministry of Education Building Fit-Out, Restoration of President's House, Government Campus Plaza, Venture Credit Union Arouca, and Moruga Agro Processing and Light Industrial Park. She was currently assigned as a member of the Project Management Team for the Phoenix Park Industrial Estate, the New Terminal Building at the ANR Robinson International Airport- Tobago, a New Office Building for Caribbean Development Bank- Barbados, and a range of projects for various sporting facilities within Trinidad.
